My budge bites me really badly?

my male budgie bites really hard and wont get out of his cage for me... he loves mi brother and thinks that my bro is his mummy.... he bites me alot and i dont kow what to do... we went to a pet shop and they say to use a glove.... but wen ever i use a glove he gets scared at first and then after a few days its like he gets tured on by the glove because he rubs his bum on it and starts yapping away to it..... HELP
