Hy my budgie has a swollen wing and it getting wars(shaking). I don't have the many to take it to the vet Help

My budgies wing is really bad. I took it to one vet he sed that because of the feathers (can't hold the ving strait) I took it to another one (the vet I work for) she sed it is swollen and she can't do nothing(no bird export only works with the dogs and cats) just give it rest and tak it to another vet specialist. I don't have the many to spend Please help me I bon't know whot to do
